If you have a child in mind to adopt and the birth parents have chosen you as the adoptive parents then you don't need to go through an agency so the attorney fees are all you would pay. If you foster through the state, it is cheaper, but most likely the child would not be an infant. If you go through an agency, you pay agency fees which can be steep depending on which agency you use, but it's the most common route in which to adopt. We used Bethany and they have a sliding fee scale. I would think that most agencies also have a sliding scale but I am not sure. Try calling around to agencies and ask what the fees are. Sorry I can't be of more help.
