I visit Cozumel a few times a year and there are no totally vegetarian restaurants, but I never have a problem finding something to eat! I can't speak on vegan options, but for those Lacto/Ovo's there are alot of options. Rock N Java Cafe has a large selection of veg friendly items including a veggie burger and veg tacos. La Prima is an Italian Restaurant and they have a a wicked vegetable pasta with your choice of sauce and many other veg friendly items. La Choza has a great veggie fajita as well as La Mission. I've found most restaurants to be very accomodating in my veg friendly requests. For example if they have fajitas but no clear veggie option, just say without meat please!
Now if you're staying at an all inclusive resort that's a bit easier because there's usually a buffet with rice or pasta, veggies, beans, and salad. The most veg friendly all inclusive I've stayed at was La Fiesta Americana. If you choose the all inclusive option you will have the option of ordering off a menu for breakfast and lunch or buffet and I had no problems filling my tum daily!! In fact I had everyone in our party ordering bean burritos with pico and guacamole because they were that good! Dinner was sort of limited as we had to order off a menu that changed just twice while we were there and it didnt offer much more than pasta for a veg entree, but they did offer 3 courses so I always had a good salad and dessert!
All of the waitstaff both at the resorts and in town speak decent english so don't be afraid to just ask for what you want nicely!
