A simple thank you probably would have sufficed, and just don't wear the skirt if it makes you uncomfortable. You have to remember the old adage, "It's the thought that counts." Your mom probably thought she was giving you a nice gift, and maybe you hurt her feelings unnecessarily.

I'm allergic to wool myself, so my mom wouldn't give me a wool anything.
