From a health angle, I wouldn't eat the larvae, though I imagine they wouldn't hurt you (though I couldn't say for sure). I dispose of infested grain. It's really unusual to find bugs in sealed packages. If the package was very tightly sealed, I suppose it is possible the bugs got in the grain at the processing plant. I always rinse grain before cooking it, just to get off dust and such. You would lose negligible, if any, vital nutrients.
