I'm thinking that the first thing I'd look at would be extraneous calories...sugar, oils, grains. If you can base your diet almost exclusively on fruits, veggies, beans, nuts and seeds you can get the calories down, the nutrition up and the cost reasonable. Grains are cheap, but less nutrient dense than fruits and veggies.

So if I were crafting a meal plan for a single person, I would rely heavily on beans, in season fruits and veggies(do you have a farmer's market?), green smoothies, and salads. I might use some oats or brown rice(quinoa and millet are awesome, but not always cheap).

I'm working on fleshing out ideas for you, but have to go make a kiddo a snack!
