How funny! At first I thought how weird and then I read your reason and thought well that kinda makes sense. But, then I realized that if everyone had rain barrels it would possibly effect the ground water sources, but at the same time the need for the ground water would lesson due to people collecting their own water. So, it would probably even out. They sure come up with funny law :o).
