Illegal to collect rainwater? Who'da thunk it? I can see it would be a problem if you were planning to export the water. But you would think that collecting rain for garden irrigation purposes would be a no-brainer. I mean, it's going right back into the ground, where it would have ended up anyway. Well kudos to the legislators for seeing the obvious. Keith
