If his speech is slurred after taking Actrapid, ask him if he took the insulin before his meals or did he eat any food at all after taking the insulin shot. It may be that he forgot to eat or ate very little food which may have caused hypoglycemia. Did he consume alcohol while taking insulin. That will cause hypoglycemia too. Also higher dosage of insulin (than recommended) would also cause hypoglycemia. Check all these details from your father.
