Try using erythritol or xylitol as the sweetener in your icing. These can be made into "powdered sugar" in a strong blender, and used like powdered sugar in icing recipes. Mix powdered sweetener with a liquid, and omit any fat. This should give you an icing that will dry on the surface of the biscuits, and not become soft.
