Most places have child support enforcement agencies that handle this. He might be in contempt of court for willfully violating a child support order. If there isn't one in place, you can ask them to get a court order for the child support, then if he doesn't comply, he would be in contempt and would have to pay up or go to jail. He will eventually have to pay, but you probably want the money sooner, rather than later. Most places you can get the child support enforcement agency to handle this, rather than having to hire an attorney. But sometimes if one party puts pressure on the other for child support, the other party goes to a lawyer and then they sue for custody and you have to go through the custody issue again. Best wishes
