If you have been telling them that you "don't know" if you can make it, then it makes sense that they now want a decision. You have left it up in the air by employing the "don't know" euphemism instead of telling them you can't make it.

Don't beat around the bush. Tell them you are busy and can't make it. It's not really any of their business what you are busy with, though you might (or might not) want to tell them that.
