A fully ripened jackfruit will literally open itself when you give it the slightest pressure. It will fall open, and all of the fruit will be exposed, free from the surrounding mass of connective strands.
Unfortunately, you will rarely see jackfruit in this ripe condition, and will have to work at it a bit harder in order to free the fruit from the husk. The more "sticky" the fruit is, the less ripe it is, generally.
If you are buying an intact fruit, yes, you want it to be soft to touch before considering opening it.
