In the U.S. there are rescue shelters that will allow volunteers to come and help out with the pets and do specific jobs around the shelter. I'm sure there are some near you as well. This is what we have in mind for our daughter so she can help animals since we can't have pets at our apartment either.

I used to work at a cat rescue shelter and there were people who would come in and just spend time with the cats petting and playing with them. There were cats there that were permanent residents and not considered adoptable since they had certain medical conditions and it was nice to see people volunteering their time to just spend time with these ailing animals. They have all types of sanctuaries like this for rescued farm animals and all types of wild and domesticated animals as well. Good luck.
