70 is considered quite low, especially when compared to people who consume supplemental B12 in their enriched flour and cereal products. There are many other questions to consider, however.
1. What was your level 3-6 months ago, or a year ago?
2. Is your B12 on the rise, or dropping?
3. Are you having deficiency symptoms of any type?
4. Are you willing to supplement, if necessary?
5. Are you experiencing lots of stress in your life?
6. What else might be affecting your B12 levels?
7. How is your digestion, overall?

There is more to consider, but this is a starter list.
