Dietary fat is a function of the fat in the food we eat. Body fat is a function of how many calories we eat minus how many calories we use. The two are not related, essentially.
In The 80/10/10 Diet I give my recommendations for body fat levels for men and for women. Typically, the healthiest male levels are in single digits, while the healthiest female levels are in the teens to the very lowest twenties.
