No way are these two things the same as each other. Fasting is a state of comprehensive rest during which the body fuels itself primarily on fat reserves, augmented by other non-essential and non-vital structures. Fasting is practiced by a huge number of different mammalian species, and typically results in a resurgence of health.
Starvation begins when reserve fuel sources run out, or otherwise become inaccessible, at which point the body begins to fuel itself on the least important aspects of the least important yet vital structures. Whereas fasting typically progresses to improvements in health, starvation progresses to death unless there is intervention.
