Fat in diet does affect blood pressure, yes, but not always in short run. Excess fat in diet accumulates on arterial walls, resulting in rise in bp.
There are dozens of causes of high blood pressure other than diet. Assuming they are not present, an 811 low-fat diet is unlikely to result in high bp.
