Looking at the probability of a case is an ineffective form of
argument when determining whether something is illegal. Yes, the
law of a particular country or state applies when statements are read
in that country or state. Not sure why you're trying to make a legal
argument here when you're not a lawyer are are unfamiliar with
international law.
