30 minutes is sufficient to develop reasonably moderate fitness, IF, and the if is intentionally large, if you are efficient and effective in your exercises during the time allotted. You would have to be exercising quite aggressively and intensely during the time allowed. I require more time than 30 minutes simply to do adequate warm up and warm down procedures, unless I am going to restrict my training to purely strength-building exercises.

Do what you can do, and know that the results of your fitness training are cumulative. Every bit you do is to your advantage, as long as you are recovering sufficiently, not hurting yourself, and of course, having fun.
