You are both correct.
IF you short your body on carbohydrates (most people eat one half to one third the appropriate quantity of carbohydrate per day) then your muscles never get "fully loaded" with glycogen, and muscle glycogen can be used during the night for fuel.
On 811, we keep our muscle supplies of glycogen full, with the exception of immediately after a long training session.
