This concept is not as complicated as perhaps you are making it.
Roughly 1000 calories per day are required just to keep your body running, and another few hundred are required to digest your food. Most of the remainder goes to physical activity. Household responsibilities, exercise, active jobs, and physical play all count towards the total.

The 40% minimum is relatively easy to reach, but it requires that we be at least moderately active now and then throughout the day.
