Typically, folks on 811 are better hydrated than folks on SAD. Yes, hydration can affect bio-impedance readings. The scales are consistent enough to rely upon them.
Some women are built more "curvy" than others, and can often carry higher body fat than others without appearing excessively fat.
Let's remember that teens is ideal, but that 20s is still quite acceptable for most people. Heck, 30s percent fat is likely where the bulk of women would fall, with the obese running considerably higher than that.
