If you live in certain states you can get US grown mangoes. They are grown in FL and CA. If you live in most states you can order them online (my favorite is eatmoremangos.com)

These are not hot water treated. As for why they still ripen after treatment, I think that they are not really ripening as well as they would if there was no treatment. Try a Florida keitt from the above mentioned site and you'll see the difference. The hot water certainly damages the fruit, to what extent, I am not sure but in the summer there is no reason to buy those imported ones.

California keitts will be available in about 2 weeks. They are usually available right into the early part of November. After November you need to leave the US to get untreated mangoes.

I'm not sure if you can order them from CA as there are some strict import and export laws for fruit. I personally have a contact source to get them sent from CA, I'll soon find out if they arrive out of state or not. Otherwise I'll just have to go there to enjoy them.
