I hear your concerns, but think it through a bit more. Your brother is an adult, capable of making his own decisions. He is able to play ball, the sport he loves dearly. Playing basketball obviously means a lot to him. If he were to take a year or two off from basketball in order to rehab his knees, perhaps by taking up strength training, cycling, and skating, it would be for the purpose of getting his knees in better shape to play basketball, at a higher level of intensity, at greater risk to his knees. I'd suggest that he continue to play, if it really means that much to him, but that he take the proper precautions such as wearing appropriate supports/braces for his knees, and doing the rehab activities in addition to playing ball.
