3600ft will hardly register as a difference from sea level, so I wouldn't worry either way. But, yes, having lived at 7000 ft for nearly 20 years, I can attest to the benefits of thin air on athletic endurance performance. To my knowledge, the only negative is short-term adaptation problems-- dizziness and nausea.
