You have touched on so many issues here, that I am not sure which to address and which to ignore, for now. So here's a bunch of short answers. Your vegan baby simply won't keep up with the growth of children on dairy steroids. He'll grow later, when he is supposed to. Infants given the choice of cooked or raw will likely always choose the cooked. It is easy to eat, (more like milk, as it has less fiber) usually has salt (stimulating and addictive,) and has other toxic matter built into it. Every child wants raw food, just like every other animal. The spitting is a relatively common infant phenomenon. What would I do? I'd come to some sort of agreement with Dad. I'd make peace with the agreement, whatever it was. I'd realize that breast feeding is best, and 15 months is way early to do much weaning, unless the child makes it obvious that he is ready. I'd relax my expectations that the child should be eating much in the way of solid food at this point, and enjoy the fact that he is still nursing.
