My guess is mold. Personally, I'd wash them thoroughly before peeling and eating. Especially if eating conventional fruits with peels or rinds. What's on the outside of the fruit is going to get on the inside, whether by the knife slicing through or the residue on your fingers.

Just an aside, regarding reading the boxes -- I was going to purchase some organic apples at Costco recently, but noticed that the packaging said something about that they "may" be coated with carnuba wax. I was surprised as they were certified organic. I guess wax is considered "organic," but it is not something I prefer to ingest so I passed them by . . .
