sitting on sizable amounts of fossil fuels, which they'd like to mine, burn, and sell. Japan needs more fossil fuels right now to feed their power needs. They could care less about future losses due to AGW. Unfortunately, they're not alone. We're right in there with them. Besides, the Kyoto accord is too weak to do much of anything anyway, or so I've read.
