that claimed the U.S. could have beaten the USSR, but
Eisenhower wanted them to set the precedent of
continuously flying over foreign territories without
permission. I'm not sure I believe it, since Skidmark
was not yet a rocket scientist at that time, so his
expertise was not available. It also said the general
public in the United States was pretty freaked out
that we were beaten in getting a satellite up.
