Apparently she is such a corrupt government official that she would likely be dogged by investigations of her crimes if she stayed in office, severely hurting her nationally. Since rightwingnuts actually believe this boob when she opens her mouth, a decision was made to resign the job so that she wouldn't be removed from office, and then she could continue to have the rightwingnutjobs buying her nonsense.
