I have been cooking beans without oil for years with a jiggle-top with no problem. I have a gas stove and never let it jiggle very hard. As soon as it starts to jiggle, I turn the flame down as far as it will go without going out. At the end of my time (about 10 minutes for soaked beans) I turn the burner off and wait for the pressure to drop to nothing. That can take up to 20 minutes for a large pot. This would be more difficult with an electric stove.
