A great way to make smaller quantities in a pressure cooker is to use it as a double boiler. I use a souffle dish on top of a tripod in either my 4.5 or 6 liter pc's to make small quantities. With an inch of water below the food & liquid in the dish there is plenty of water to reach top pressure. As a bonus you won't have any scorching problems.
