Assuming that your unit's gasket and main pressure valves are in proper working order, the secondary valve you mentioned could be causing the problem. Someone gave me a Rapida pc and it also has the extra valve. The extra valve releases steam before enough boiling action produces enough pressure to lift the small valve to seal the unit. If some food particle or residue has clogged it to prevent it from sealing you may be able to clean it by dripping some vinegar into the valve or running some hot water through it. If that doesn't work then you may want to remove the lid handle to expose the valve for easier cleaning. If you can't clean it while it is attached to the lid you may want to remove it with a wrench and screwdriver to immerse it in some vinegar overnight. Hope this helps.
