I just bought a new Presto, 4 qt aluminum, to replace my old one that broke(vent lock wouldn't unlock). So I have some experience with this design. If the lock doesn't rise all the way up, there's probably a piece of dried food lodged in there. The solution is therefore to soak it for a while, and clean the mechanism thoroughly. Then if the jiggle top doesn't move, it could be that the vent tube is plugged with food, which is dangerous, as the only way excess pressure can be relieved is by blowing the safety plug out. This would put your rice on the ceiling. And, in case you've forgotten, the way to cook rice is to put it, along with water, in a metal bowl in the cooker, on the support wire, and put about 1.5 cups of water in the bottom for creating the necessary steam. If you put the rice directly in the bottom of the cooker, it will foam. I'm at the library right now, otherwise I'd give you Presto's 800 number. I'm sure you can find it on google. Happy cooking.
