Subject: Is there something wrong with my PC?

I haven't use my pressure cooker for years. I started cooking with it lately. It is the Presto brand and a big one (5 quarts maybe). I don't have the manual anymore.

When I cook my rice, the steam is coming out and I have to wiggle it a bit to make the valve shuts. Once the valve shuts, there are still some steam comes out. I thought steam is not suppose to come out when pressure cooking. So I am not really sure whether I am pressure cooking or just regular cooking. The rice came out fine though.

Anyone can help to teach me? Thanks.
