A pressure cooker is wonderful for cooking a lot of things, but it doesn't do everything a microwave can do (and vice versa). For example, you'd be hard pressed to heat up a veggie burger in a pressure cooker! It's like apples and oranges, really.

Modern pressure cookers and microwaves are both totally safe...which you buy first should depend on which you think you will need to use the most. If you use your microwave a lot, buying a new one of those first makes sense. If you don't use it much anyway, and would rather spend the $$ on a new pressure cooker, then do that.
