Was steam coming out of the safety valve or out of the weight - the knob that you turn or remove to clean. Steam should be coming out of the weight. Ten minutes for pressure to come down is about right so it sounds to me like you had not been letting pressure to come all the way up before turning down the temperature. Try it one more time with water only and observe the interlock and the weight. You should see steam come out of the interlock briefly, then nothing for a while and then steam from the weight. When steam comes out of the weight then you should turn down the heat. It seems to me that you have finally experienced the pressure cooker at full pressure.
