If the pressure is releasing too rapidly, then something is wrong. Does the cooker make a hissing noise while it is cooking? If it is, then the pressure is escaping somewhere. I would double check all the gaskets, around the lid, and on the safety release valve to make sure they are seated correctly, and to verify that they are not hard. Placing a little alive oil or glycerin around any gaskets may help. Some cookers are designed so that they never reach 15 PSI, but I've never seen a fagor that doesn't. Some of the Fagor cookers have 2 pressure settings... the high pressure setting is the setting you need to use for most recipes, unless the recipe says otherwise. Make sure you are setting the cooker to the correct setting. Fagor products have a warranty, and Fagor will stand behind their product, so if you think it isn't working right double check everthing, and then contact contact them. They will ask you questions, the first suggestion is usually to try a new gasket.
