My first suggestion would be the same as Audrey. How do you know the cooker is coming up to pressure? Does this model have a visual indicator that comes up in the handle? If it is leaking around the gasket some of the steam should be condensing and appear as liquid around the edge of the cooker? Look for that. The top of the cooker should be dry except possibly periodic steam condensing on the lid.
Look under the top handle to see if there is a lot of moisture condensing on top of the bottom handle. As I recall some of the Fagors had a funny 0 pressure setting and a steam venting setting. Make sure that you are setting it to high pressure per the manual. Good luck.
