I have the 4 quart Faberware and I always make sure to check that the pressure valve is clean (using that itty bitty brush thing) then make sure I have it in "lock" possition, then make sure the forward valve is all the way to "pressure". Once in a great while it will start and never get up to pressure... just act like you discribe yours doing, and I turn it off, use that tiny little brush to clean out the valve, start it again and it does fine.
