I'd rather spend the money on something I know has all its parts and is working correctly (and is safe!) than taking the risk of buying a used one. If the used one is broken, then you've wasted money you could have put towards a new one. You'll save a lot of time and money cooking with your *new* pressure cooker, so please invest in getting a good *new* one.
