Even if the Teflon isn't scratched, fumes released from Teflon over high heat can harm birds, even kill them if the temperature is high enough. So, number one, please have concern for birds. Number two, while it is true that birds are more sensitive to toxic fumes that are humans, I think it is certainly something to consider for our own health in the long run.
