The ratio I like best is 8 cups of water for 5 cups of rice. (I eat a lot of rice) That comes out to just under 1 2/3 cups of water for each cup of rice. You may want to adjust it up or down a little. As far as water in the bottom of the pressure cooker I add about an inch. The tripod that I have puts the outside bottom of the double boiler insert a little over 2" above the inside bottom of the pressure cooker. There is plenty of room for water. The level there is not too critical unless you put way too low of an amount.

If you haven't yet purchased a bowl as I described you can simply place a ceramic bowl in the steamer basket on top of its' tripod. (assuming you have each of those) I occasionally cook a bowl of oatmeal this way. It is also a convenient way to cook smaller amounts of food whether for experimenting or for consumption. Hopefully your experiments will be edible :) Hope this helps.
