I did find the whole, smoked chipotles in the produce section hanging in a small bag on a side aisle. Does your market carry Melissa's Brand bagged produce and herbs? They have Latin name for their hispanic products but the packaging is the same. Just look on the side and end aisles for the small bagged products and you may find them. They also make jarred pepper belnds, but they are expensive. I know Vons's, Albertsons and Pavillions carry them out West.

Also, try the small displays that hosts the dried Mexican spices, usually found near produce or ethnic aisles. They are always cheaper and often have whole, dried peppers. If not, you can buy dried peppers online and store them.
