If you scroll down the board you will see lots & lots of my posts about using a double boiler insert for cooking grains and other foods in a pc. I rarely cook without one because there is virtually zero chance for scorching. It also allows for much more control over the amount of liquid used to cook any grain. Prior to using inserts I added more water when cooking rice to reduce scorching. It does reduce the problem but it makes for fairly mushy rice.
Using inserts is a bit more work & it takes a bit longer to cook but for me the trade-offs are well worth the extra hassle factor.
Your Fissler probably came with a nice tripod for the vegetable steamer. For the 2.5 liter it may difficult to find something such as a stainless mixing bowl that will fit inside. I have a 4.5 liter Fissler Vitavit (not Royal but pretty similar except fot the main valvie) which fits a flat bottomed bowl about 4" deep. I believe that Fissler also makes an unperforated insert which could work.
One other idea is to use your 7 liter Kuhn Rikon with the tripod from the Fissler. (assuming you have it) It should be no problem to find a stainless mixing bowl which would fit on the tripod equipped with either the Fissler steamer basket or with the trivet placed upside-down on the tripod.
