It claims to either have 0psi or 15psi, and I'm sure that I had it on the 15psi setting. Putting the pressure regulator, I can't blow through the pressure release valve (weak lungs?). Of course, turning that valve to off or removing it makes that task trivial.

Is it possible that the spring in the valve is defective? It does release a fair amount of steam in the few minutes before the pressure indicator falls. Using a little bit of pressure on the valve pushing it back down, I was able to stop the flow of steam and maintain pressure for a fair amount of time. However when I let go, it continued to vent steam until fully released.
