I cook for 23 minutes under high pressure, and allow pressure to come down naturally. My brown rice isn't sticky - unless I want it to be. The kids love "sticky rice." I like to add garlic and other spices into the mix as well, especially saffron. One trick I do to cut down on foaming is to "pre-boil" the rice - I don't put the lid on until the rice comes to a rolling boil. Works great with steel cut oats, too.
