I see that you are using brown rice, I doubt that you will get a cooked brown rice as fluffy as white rice. Brown and white rice are entirely different. One thing that you might try is to fluff the rice after it is done cooking. Immediately upon opening the pressure cooker take a long handled fork and turn the rice, bringing the bottom to the top, don't stir. After doing this let the rice sit for say 5 to 10 minutes before consuming. Hope this helps.
