I am not sure if what you have will work but it sounds sort of like how an Oshawa pot sits in a pc. An Oshawa pot is designed for pc insert cooking. One way to check might be to simply put water in the pc along with the bowl and see how it works with the pc open. You might have to put water in the bowl so it doesn't float.

Also, insert cooking does take a little longer. I'd try 30 minutes to start with if 25 is what has worked for you without one. You may even simply shut the burner off at 30 minutes and let it do a natural release for 5-10 minutes. With brown rice there doesn't seem to be much of a problem with overcooking, especially with an insert. Good luck.
