If you use a bowl or small pan as an insert there has to be water below it. You will burn the bottom of the pc (and perhaps the bowl) if you don't put water in it. I usually put in about 1" of water in the bottom of the pc. Do you have a tripod to put the bowl on? In one of my pc's I use a tripod with a trivet from a Kuhn Rikon pc to make a flat, stable platform for the insert or bowl. It holds the bowl nearly 2" above the bottom of the pc.

Also, when cooking with an insert, a ratio of 1 cup of rice to 1 1/4 cups of water works great. There is much more control over moisture content because there is no worry about scorching because of the double boiler style indirect heat.
